ABSTRACT OF THE DISCLOSURE Highway barriers are disclosed for either single or combined use, including a hollow container made of a semi-rigid plastic. The side walls of the container include vertical indentations in order to maintain the structural integrity of the container and to create inner baffles for dampening movement of a fluid within the container upon filing thereof. Preferably, the end walls of the container include interlocking male and female portions so that the barriers can be attached end-to-end at various angles.
