A static-reducing mat is disclosed. An intermediate thin layer covers a layer of felt, and a conductive thin layer covers the intermediate thin layer. The conductive thin layer is formed with a plurality of pin holes. The conductive thin layer and the intermediate thin layer are stuck to the top surface of the layer of felt by fibers of the felt which extend through the intermediate thin layer and out of the pin holes and are intertwined on the top surface of the conductive thin layer.
