The present invention relates to a steel sleeper which is capable of preventing, to a great extent, subsidence and buckling and is less likely to change in shape under an excessive load from the rails. The steel sleeper has a flat top flange and a flat bottom flange, while a vertical web is formed continuously in the longitudinal direction of the sleeper to connect the top flange and the bottom flange at the centers of both flanges in the direction of width thereof. The steel sleeper has a substantially I-shaped cross section in the direction of width thereof, with both end faces of the sleepers in the longitudinal direction thereof being capped with buckling preventing plates. The spaces surrounded by the flat top flange, the flat bottom flange, the vertical web, and the buckling preventing plates are open to the outside on the side face thereof. The load from the rails is transmitted via both the top flange and the bottom flange to the ballast.
