Still picture images are encoded and transmitted at reduced rates using the MPEG-2 standard. Video frames are captured for processing at a still picture capture rate that is lower than the video input frame rate. The captured frames are compressed as Intra frames at the input frame rate. Selected ones of the compressed frames are inserted in the MPEG-2 transport stream for communication to a decoder at a still picture repetition rate which is no less, in frames per second, than the capture rate.

L'invention concerne une méthode de traitement des images fixes. Celles-ci sont codées et transmises à des taux réduits à l'aide de la norme MPEG-2. Les trames vidéo sont saisies aux fins de traitement à un taux de saisie d'images fixes qui est moins élevé que le taux d'entrée des trames vidéo. Les trames saisies sont comprimées en tant qu'images I au taux d'entrée des trames. Les éléments comprimés sélectionnés sont insérés dans le flux de transport MPEG-2 pour être transmis à un décodeur à un taux de répétition d'image fixe qui n'est pas moins élevé , en trames par seconde, que le taux de saisie.
