Disclosed is a substrate containing a compound having an anticoagulating activity on the blood and a hydrophilic polymeric compound, wherein the amount of the compound having an anticoagulating activity on the blood eluted from the substrate is less than 0.6 µg/ml. Also disclosed is a method for producing a substrate, which comprises the steps of irradiating a substrate with a radioactive ray while contacting the substrate with a compound having an anticoagulating activity on the blood and a hydrophilic polymeric compound, and washing out the unreacted compounds.
