A substrate for supporting an abrasive grit adhesive top coat having a curing system selected from the group consisting of acid-inhibited, base-inhibited and oxidative curing systems is disclosed along with a method for producing the same. The substrate includes a latex-treated backing sheet and a layer of neutral barrier material disposed on top of the backing sheet. The neutral barrier material is adapted to adhere the top coat to the backing sheet while separating the backing sheet from the top coat. In so doing, the top coat is permitted to cure without interference from either the backing sheet or the neutral barrier coat.
