An anchor assembly and a method of installing the same so as to secure an object such as a rail tie to an underlying substructure such as concrete comprising an internally threaded insert member and an externally threaded bolt member . A through- bore is formed within the object to be secured to the substructure, and the insert and bolt are threaded together with the insert at the lower end portion of the through-bore, while the bolt member is inserted into the upper end portion of the through-bore. Within a freshly poured batch of concrete material, the lower end portion of the insert member is inserted prior to setting of the concrete. However, with an existing concrete foundation, adhesive is deposited within a bore formed in the concrete and the insert member is inserted into the adhesive material prior to it setting.
