Disclosed is an anchor assembly and method of installing same for securing an object such as a railing tie to an underlying concrete substructure. The assembly comprises an internally threaded insert member and a headed bolt member for threaded engagement within the insert member. To secure the object to freshly poured concrete, the bolt and insert member are assembled in association with a throughbore in the object and the insert. member is immersed in the concrete and secured therein when the concrete sets. To secure the object to an existing concrete foundation, the assembly is assembled, bores are formed and aligned coaxially within both the object and the foundation. The assembled anchor assembly is inserted through the object bore and into the bore of the foundation, the insert member being immersed in a setable adhesive therein.
