Disclosed is an O/W type emulsion fuel comprising [A] 100 parts by weight of super-heavy oil, [B] 30-80 parts by weight of water, [C] a nonionic surface active agent having an HLB value of 9-19 and [D] an anionic surface active agent, a naturally-occurring hydrophilic polymer substance or a water-soluble synthetic polymer. The emulsion can be formed by mechanically stirring the components and has a low viscosity. By forming the emulsion, super-heavy oil such as petroleum-based asphalt or bitumen is made flowable and can be used as a fuel.
