It is common during the installation of upright posts such as are typically used with traffic signs and the like to construct forms within the excavation to facilitate the pouring of concrete around the post, thus setting the post permanently in the ground. In the event a post becomes damaged it is thus necessary to re-excavate the site and set a new post. An alternate method utilizes a pre-formed base of rigid material with upward and inwardly tapering walls contained within which base is a vertically disposed hollow cylinder with a support and drainage means attached. An open end of the hollow cylinder protrudes above the upper surface of the base and is accessible for the insertion of one end of an upright post. Once inserted into the cylinder, the post is held in place by means of through bolts. Excavation of the site is thus required only once and the necessity for on-site concrete pouring eliminated. In addition replacement of damaged posts requires no re- excavation but rather the simple process of removing the damaged post from the cylinder housing and installation of a new post
