A protector terminal contact, for use in surge protector terminal blocks in telecommunication systems, has a pin-receiving element for receiving a pin of a plug-in style surge protector module, plus a conductor-receiving element electrically connected to the pin-receiving element. An insulated electrical conductor can be connected to the conductor-receiving element without using conventional wire-wrap methods and without needing to strip the insulation from the conductor. This is accomplished by configuring the conductor-receiving element in the form of an insulation displacement contact, by providing a pair of extension arms on either side of a slot that is narrower than the width of the conductive core of the conductor. One or both of the extension arms has a cutting edge, such that when an insulated conductor is pressed transversely into the slot, the cutting edge or edges will displace the insulation surrounding the conductive core, thus urging the conductive core into electrical contact with the extension arms and establishing an electrical connection between the conductor and the pin-receiving element.
