After a wireless device registers with a wireless carrier, a registration process is initiated with a provisioning server. The provisioning server, based on at least one of a device identifier for the wireless device and an identifier of the wireless carrier, retrieves database information from a database. This information may be used by the provisioning server to decide whether to return (i) address information for a relay server which provides centralized management services or (ii) address information for an enterprise network.
