A system for creating an activation secure module for activating stored value cards, each stored value card being unusable unless presented with a card security code, comprises a database that securely stores an activation key, the activation key being necessary for activating the stored value cards. A control secure module is arranged to securely access the activation key. An activation secure module is arranged to store securely the activation key, and includes an encryption module for deriving the card security codes from the activation key. An activation manager computer is in communication with the database, the control secure module and the activation secure module. The activation manager computer is arranged to transfer the activation key from the database via the control secure module to the activation secure module, whereby the activation secure module is capable of producing the card security codes using the activation key.
