ABSTRACT OF THE DISCLOSURE A first detector estimates a condition wherein the temperature of a catalytic converter is lower than a predetermined level above which the converter operates effectively. A second detector detects a condition wherein the engine is in an idling condition. An ignition timing retarding device retards the ignition timing of the engine by a certain amount when operated. An idling speed increasing device increases the idling speed of the engine when operated. A control unit causes both the ignition timing retardomg device and the idling speed increasing device to be operated when the first and second detectors estimate and detect the respective conditions simultaneously, and causes both the devices to be inoperative when at least one of the first and second detectors fails to estimate and detect the corres- ponding condition.
