A system and method for managing communication in a cellular communication system are provided. The method (30) includes measuring (32) communication conditions within at least one communication cell of the communication system and estimating (34) congestion within the at least one communication cell of the communication system based on the measured com-munication conditions. The method further includes adjusting (40, 42) communication links within the at least one communica-tion cell based on the estimated congestion.

Le procédé (30) consiste à mesurer (32) des conditions de communication au sein dau moins une cellule de communication du système de communication et à estimer (34) la congestion au sein de ladite ou desdites cellules de communication du système de communication daprès les conditions de communication mesurées. Le procédé consiste en outre à ajuster (40, 42) des liens de communication au sein de ladite cellule de communication daprès la congestion estimée.
