The invention provides a system and method of a selecting an egress connection from egress connections at a node for a call being established in a network along a path being associated with the node. The invention determines which connections have sufficient bandwidth to carry the call and which connections have a service category being compatible with a service requirement for the call. For connections which are able to carry the call, the invention evaluates an administrative factor score for each connection, then if one score for a particular connection is superior to all other scores, the particular connection is selected as the egress connection. Otherwise, if at least two administrative factor scores are equally superior to all other administrative factor scores, then the egress connection is selected from the connections having the equally superior scores utilizing a bandwidth load balance value for those connections.
