The present invention is directed to a system and method for providing backup protection for the failure of a relay and circuit breaker in a feeder which is simple to implement and requires minimal space requirements. A programmable controller is coupled to the feeders of a power substation including the circuit breakers and relays. The programmable controller detects when a relay has failed to detect a predetermined condition (Fig. 3a, 100) and enables a backup protection to provide a signal to the circuit breaker associated with the failed relay to cause the circuit breaker to trip (Fig. 3b, 120). The programmable controller also is coupled to detect the failure of a circuit breaker to open on command and generates a command signal to all circuit breakers coupled to the programmable controller to open. The present invention also provides a system and method for integrated reclosing of circuit breakers in a power substation. The programmable controller is programmed to detect the opening of a circuit breaker and initiate a reclosing window during which time it can generate a command signal to the opened circuit breaker commanding it to close.
Cette invention concerne un système et un procédé assurant une protection de sauvegarde en cas de défaillance d'un relais et d'un coupe-circuit dans une ligne d'alimentation, simples à mettre en oeuvre et n'exigeant qu'un minimum d'espace. Un dispositif de commande programmable est couplé aux lignes d'alimentation d'une sous-station de puissance comprenant les coupe-circuits et les relais. Le dispositif de commande programmable détecte le moment où un relais n'a pas été capable de détecter une condition prédéterminée (Fig. 3a, 100) et déclenche une protection de sauvegarde pour envoyer un signal au coupe-circuit associé au relais défaillant pour que ce dernier disjoncte (Fig. 3b, 120). Le dispositif de commande programmable est également couplé pour détecter la défaillance d'un coupe-circuit et son incapacité à s'ouvrir sur commande et génère un signal de commande pour tous les coupe-circuits couplés au dispositif de commande programmable afin qu'ils s'ouvrent. Cette invention concerne également un système et un procédé de refermeture intégrée des coupe-circuits dans une sous-station de puissance. Le dispositif de commande programmable est programmé pour détecter l'ouverture d'un coupe-circuit et déclencher une fenêtre de refermeture pendant laquelle il peut générer un signal de commande au coupe-circuit ouvert lui demandant de se refermer.
