A point to multipoint (PTMP) system, such as a broadband wireless communications system combines centralized and distributed adaptive capacity scheduling techniques. The system includes hub stations and remote stations. Real time adaptive capacity scheduling is accomplished utilizing inter-path scheduling (52) and intra-path scheduling (54) as well as by use of airlink traffic shaping to mitigate the TDD effect. The inter-path scheduler (52) resides at a hub station and oversees the allocation of available resources/capacity between multiple competing remote station communication paths. The intra-path scheduler (54) determines explicit transmissions form within the context of a single station communication path.
