System and method for sleeving a heat transfer tube belonging to a nuclear heat exchanger. The tube may have a previously installed prior art repair sleeve of relatively small inside diameter disposed therein forming an obstruction in the tube. The system includes an elongate support body insertable into the tube and a resilient bladder surrounding the support body. An elongate sleeve surrounds the bladder, the sleeve having a predetermined length and a predetermined outside diameter smaller that the inside diameter of the prior art repair sleeve in order to pass through the prior art sleeve. A pressurizer is in communication with the bladder for pressurizing the bladder in order to expand the sleeve into intimate engagement with the tube over the entire length of the sleeve after the sleeve passes through the prior art sleeve. A controller is connected to the pressurizer for controlling the pressurizer. An alignment mechanism connected to the support body is also provided for coaxially aligning the support body with the tube. In addition, a translation mechanism, which is connected to the support body, translates the support body axially in the tube. In this manner, the sleeve is capable of passing through the prior art sleeve in order to sleeve the tube at a location higher than the prior art sleeve.
