The present invention is a system and method for improving the ability to control the orientation of wood elements in a composite wood element mat for subsequent formation into an oriented composite wood element product. The system includes a frame that has plurality of sections attached thereto. An orienting section is configured to orient the wood element at a predetermined orientation producing the wood element product. A distribution section is configured to distribute the wood elements at a predetermined wood element density over substantially the entire length of the orientor deck. The distribution section is controlled to produce a pattern, or wood element density, over the orientation section.
