In a picocell system (100), a first and a second base station (104, 108) is provided. A common Broadcast Control Channel is transmitted by the first and second base stations (104, 108) to a first and a second cellular telephone (120, 122). The first base station (104) is in communication with the first cellular telephone (120) and the second base station (108) is in communication with the second cellular telephone (122). Whilst a midamble of a time slot transmitted by the second cellular telephone (122) is being received, the second base station makes power measurements of transmissions from the first cellular telephone (120).
