The invention concerns the dispensing of textile materials such as cellulose wadding or a nonwoven fabric, with grammage between 15 and 90 g/m<2> per ply, comprising a continuous strip of said textile material wound around a reel (1) and pre-cut so as to define a succession of sheets linked with one another by a row of studs, and a dispensing cone (5), the material being dispensed through said cone (5) by the top (S) with the smaller diameter. The invention is characterised in that the rate of the pre-cut studs is selected at a value of not less than 30 % higher than that constituting the textile material machinability limit and the cone (5) top diameter (S) is between a minimum value corresponding to a withdrawal force only just higher than the breaking force of said material and a maximum value corresponding to an efficiency rating E not less than 90, and in particular not less than 95 %.
