There are suggested a moving picture encoding or decoding processing system and a moving picture encoding or decoding processing method capable of reducing the power consumption as compared to the conventional technique. A necessary calculation amount Kp required for encoding or decoding one frame is calculated and an operation frequency F capable of encoding or decoding the necessary calculation amount Kp within the time T assigned for the encoding or decoding of the frame is decided. The one frame is encoded or decoded by operating the processor with the operation frequency F and the operation voltage V appropriate for the operation frequency F. Furthermore, at least one failure evading means is provided for evading the failure phenomenon which occurs when the necessary calculation amount Kp is smaller than the actually necessary calculation amount.

L'invention concerne un système et un procédé de traitement de codage ou de décodage d'images animées permettant de réduire la consommation d'énergie par rapport aux techniques classiques. Ces procédé et système consistent à calculer une somme de calcul Kp nécessaire au codage ou au décodage d'une trame, et à déterminer une fréquence de fonctionnement F permettant de coder ou de décoder la somme de calcul Kp nécessaire pendant la période T attribuée au codage ou au décodage de la trame. Ladite trame est ensuite codée ou décodée par le processeur, à une fréquence de fonctionnement F et à une tension de fonctionnement V adaptée à la fréquence F. Au moins un moyen de prévention de défaillance permet également d'empêcher le phénomène de défaillance qui survient lorsque la somme de calcul Kp nécessaire est inférieure à la somme de calcul nécessaire réelle.
