A system and method of testing a storage tank having a geosynthetic membrane liner comprises providing a transmissive interstitial material inserted in an interstitial space formed between the inner surface of the storage tank and the liner and one or more ports through the wall of the tank capable of conducting gases or liquids in or out of the interstitial space; drawing a vacuum at the one or more ports for drawing a vacuum in the interstitial space; and detecting vacuum leaks in the liner, preferably through detecting the sound of air passing through breaches in the liner. Preferably the transmissive interstitial materials comprises periodic paths of non-compressible highly transmissive material such as geogrid in addition to a less transmissive geotextile material. Preferably, the paths of geogrid extend between the port and areas of interest such areas at high risk of leaking.
