A system of inducible positive regulation of use in the construction of expression vectors in host microorganisms for controlled production of heterologous proteins in high yields. More particularly the system comprises the vir EcoRI-XhoI regionof about 4.5 kb contained in the chromosomal DNA of Bordetella which codes for one or more regulating factors, and a terminal 5' region situated in front of the promoter of the chromosomal Bordetella genes capable of being activated or repressed in trans by the aforementioned factors. Also described are expression vectors which contain the regulating system and microorganisms transformed by the vectors.
