ABSTRACT IN A HOLDER FOR ROLLED PAPER PRODUCTS, IT IS KNOWN TO HAVE A CENTER ROD TO HOLD THE ROLL AND A TEAR ROD SET OFF TO THE SIDE OUTSIDE OF THE ROLL DIAMETER TO TEAR THE DISPENSED PAPER AGAINST. IN THIS INVENTION THE TEAR ROD IS MOUNTED ON A DISC THAT ROTATES THE TEAR ROD TOWARD THE CENTER OF THE ROLL. THE TEAR ROD KEEPS TENSION ON THE ROLL ACTING AS A BRAKE ON THE ROLL AND WHEN PAPER IS TORN, PLACES MORE PRESSURE AGAINST THE ROLL.
