The inside of the chain/tether (eg. made of Teflon), can have tread patterns with small blocks and sharp edges into crevices and the wheels can have teeth or grooves. The sharp crevices allows 1) friction as the sharp edges bite into the fine (possibly plastic) groves of the wheels; 2) flexibility, via collapsing (GP 0.01 %) because of thin regular (so equal proportion throughout system for smooth flow - the same pattern applied to the same parts of the system always) characteristic. Another possibility is to create a loop, around the chain/tether right where the chain/tether should engage the wheel, so the chain/tether won't be flipped over but will be guided/properly orientated and will brush the wheel.
