The present invention pertains to a tamper-proof seal, which includes a housing with an elongated flexible strap extending therefrom. The housing has an aperture therethrough having opposed surfaces, each surface having at least one pair of tapering projections extending therefrom. The strap has opposed major surfaces, with one major surface having spaced rows of projections extending therefrom, the other surface having spaced rows of recesses. When the strap is pulled through the housing the projections on one wall engage with the projections on the one major surface of the strap and the projections on the other wall engage with the recesses on the other major surface of the strap.
