A tank installation with secondary liquid containment includes a tank and a liquid impervious enclosure having a bottom which underlies the tank and a side wall which surrounds the tank. The side wall of the enclosure is vertically movable from a lowered ground level position to a raised containment position. The side wall is selectively moved to the lowered ground level position when access is required to the tank or when rain water must be drained from the enclosure.
