A tapping system for tanks including a base module, a cutting module, a recovery module, and a fluid replacement module. The base model includes a base plate having an opening allowing fluid communication; a fluid seat on the bottom surface of the base plate encircling the opening, the fluid seal being adapted to form a seal with a wall of a tank; fastener accepting openings through the base plate, adapted to receive self tapping bolts whereby the base plate is secured in position to the wall of the tank; and a pass-through valve positioned on the top surface of the base plate engaging the opening, the valve, when in the open position, facilitating objects being passed through the opening in the base plate, the valve having a coupling adapted to engage other modules. The cutting module includes a tubular housing adapted to engage with the coupling on the pass-through valve of the base module; a tubular cutting element having a cutting end and an attachment end, the cutting element being axially aligned with the opening and being capable of passing through the pass-through valve and the opening to engage the wall of the tank, the cutting end of the cutting element having axially projecting cutting teeth; and a shaft having a first end and a second end, the first end being secured to the attachment end of the cutting element, the second end of the shaft projecting from the housing and having means for attachment to a rotary power source capable of rotating the shaft, whereby the cutting teeth of the cutting element cut through the wall of the tank as the cutting element rotates with the shaft. The recovery module includes a bifurcated housing adapted to engage with the coupling on the pass-through valve of the base module once the cutting module has been removed, the bifurcated housing having a first conduit axially aligned with the opening and a second conduit extending radially from the first conduit; and a recovery valve controlling flow through the second conduit, the valve having an open position and a closed position. The fluid replacement module includes a flexible hose; and an end cap adapted to engage a remote end of the first conduit of the recovery module, the end cap having a hose pass-through aperture with a seal that seals around the hose, thereby permitting hose to be extended and retracted without removing the end cap.
