A telecommunications network and method for conveying measurement information for multiple pilots of a candidate frequency, providing interoperability between a plurality of telecommunications systems. The telecommunications network includes a plurality of telecommunications systems having a plurality of mobile switching centers(MSCs), a plurality of base stations (BSs), and a plurality of mobile stations (MSs). The plurality of MSCs utilize an inter-system having one of more signaling messages which include a constructor parameter capable of conveying information for multiple pilots of a candidate frequency.
