A device for supplying the consumer electrical service to a house that has only the foundation completed. Part of the device is mounted to the outside wall of the foundation and is used to mount the meter socket at the required level from grade. The second part of the device is a weatherproof cover for the panel in the basement. The cover can be installed and removed without having to affect the electrical service to the house. Power is then supplied to the contractors from an outlet at the bottom of the box. Once the house has been built, the devices can be removed and the consumer service is complete.
