A highly visible, convenient vehicle locking apparatus which may lock all four wheels of a vehicle to prevent it from being driven or towed. Alternatively the apparatus may be used to lock the clutch pedal in either an engaged or disengaged position. The apparatus comprises: a rod having a top front and bottom end portion; a barrel housing slidably positioned on the rod, additionally housing a lock mechanism to releasably prevent the rod from sliding within the barrel housing, and having a catch adapted to slide over the pedal arm in a direction of motion of the pedal arm; and, a female member and mating male member, one of the members having a radial protrusion and the other having a mating opening so that the members may mate and separate only when the protrusion and opening are rotated into alignment, one of the members being adapted to attach to the floor beneath a pedal arm of the vehicle, and the other secured to the bottom end portion of the rod.
