A thermal pad, such as a heating pad or a cold pack, and a method of making same are disclosed wherein a flexible envelope is formed containing a high thermal capacity heat transfer material. The envelope has walls containing a plurality of closely spaced-apart bubbles formed therein. The thermal conductivity of the bubbles is greater than the thermal conductivity of the remainder of the walls of the envelope, so the thermal pad of the invention remains effective for a longer period of time by providing heating or cooling through the bubbles and decreased thermal losses through the remainder of the pad walls.
