A thermal storage controller apparatus and methodology to establish the heat-loss of dwelling and thereby charge the thermal storage accordingly, and selecting between cooling and heating modes based on out-door temperature and thermostat setting, and maintaining a history of the environment to adjust the thermal storage capacity. The system includes the apparatus to monitor the efficiency of burner or electric heating element and control the speed of fan and the water pump in a hydronic heating system. The system further includes the apparatus to control slave thermal storage units based on the readings from the main thermal storage unit. The system also controls the position of the damper and a hot water tank.
