An apparatus for securing a cargo to a deck for transport comprises a deck defining a deck aperture in the surface thereof. A winch shaft is rotatably mounted under the deck and extends laterally from a side of the deck to a location under the deck aperture. A flexible tether passes through the deck aperture such that a cargo end of the tether is above the deck and a winch end of the tether is attached to the winch shaft under the deck. A cargo engagement device is provided at the cargo end of the tether. A crank is attached to an outer end of the winch shaft adjacent to the side of the deck and is operable to rotate the winch shaft, and a lock is operative to selectively enable and prevent the winch shaft from rotating in response to a tension on the tether.
