Abstract In construction panels used during the pouring of concrete for housing or commercial foundations, it is known that metal tie-wires are used to secure the panels in their proper position once the panel latches are engaged into the latch engagement areas at either end of each tie-wire. There is a natural tendency, due to expansion, for the panels to move to the outermost portion of the latch engagement areas when placing each set of panels. In this invention, the panels are held temporarily in their proper position by a frangible clip that is part of the latch engagement area on each tie-wire. Therefore, when the panel latches are hammered into the latch engagement areas, the frangible clips are displaced from the tie-wire by the panel latches and the panel latches then secure the panels in their proper position. This saves the worker from having to force the panels inward each time a panel latch is secured to a tie-wire.
