A structure to control the spray cast from rotating wheels. A forward plate spaced apart from the leading edge of a wheel includes openings which directs the water spray rearwardly and inwardly with reference to the direction of travel of the vehicle. A trailing plate is spaced apart from the trailing edge of the rotating wheel. A baffle is secured to the leading and trailing plates and is perpendicular to the axis of rotation of the wheels. The baffle includes openings to direct the spray inwardly.
