The toilet seat has resilient inset portions on the upper surface thereof, covering all or portions of the upper surface of the seat. Bumpers on the lower surface of the seat may also be of the resilient material. The toilet seat lid may also have resilient material portions. The toilet seat is preferably manufactured by double-injection molding, by may be produced by alternative techniques.
