A toner for developing an electrostatic charge image that exhibits high fixability at low temperature so as to realize satisfactory fixing characteristics even with less energy, that exhibits high stress resistance so as to be free from blade fusion, and that is excellent in environment resisting characteristics. In particular, a toner for developing an electrostatic charge image, comprising at least a binder resin, a colorant and a charging controller, wherein a low-molecular-weight polymer having a functional group is used at least as the charging controller and a cycloolefin copolymer resin is used at least as the binder resin.
