ABSTRACT OF THE DISCLOSURE A stem is surmounted by an upwardly and inwardly tapered forming portion having anchoring pins extending upwardly from the apex. One end of a piece of flexible wire is detachably anchored between the pins and the tool is rotated slowly so that the wire is wound around the one end to form a convolute spiral type element. The plan view shape of the element is controlled by the plan view shape of the one end. The formed element is then removed from the one end and used in the manufacture of costume jewellery and the like.
