A spinning toy or exercise arrangement is disclosed having a hand-held drive member about which a second member spins. The second member has at least one stop member which cooperates with the drive member to form a releasable latch. This latch releases if insufficient rotation of the spinning member occurs after start-up. The spinning member rotates in sympathy with an orbiting motion imparted to the drive member by a user. In a preferred embodiment, two stop members are provided at opposite ends of an elongate shaft. The stop members can be of a resilient material to allow bouncing of the spinning member off of a hard surface, such as a wall or the ground.

Les membres d'arrêt peuvent être faits d'une matière élastique afin de permettre au membre tournant de rebondir sur une surface dure telle qu'un mur ou le sol.
