The invention relates to traffic flow monitoring facilities and can be applied using telecommunication systems for automatic monitoring traffic laws (TL) compliance, for making decisions regarding TL violations and for their transmitting to the violators without direct human intervention. Additionally the system provides for an automatic notification on the abnormal situations including detection of abusive use of vehicles, and control over decisions regarding TL violations. The system includes plurality of stationary traffic monitoring points (STMP) provided with reading devices to receive data from identification means located on a vehicle. All STMPs are connected to a database through a communication network and are made in the form of autonomous small-sized computer devices with a cellular communication module; they include automatic devices for photo- and/or video- and/or radio reading and for processing information about vehicles and traffic situation, and automatic software tools for determining the movement parameters of the vehicles, and for comparing them with the permissible parameters for the particular road section. The system is provided with software tools for automatic determining the TL violations and abnormal events and making decisions with respect thereto, with devices for automatic transmitting information via a mobile network from STMP to base station of a mobile communication operator and from there to the database by means of the internet. The invention permits to reduce human intervention into traffic safety provision.
L'invention concerne des dispositifs destiné à réguler les flux de moyens de transport. Le système comprend de postes stationnaires de contrôle de circulation de moyens de transport dotés de dispositifs de lecture, qui sont équipés de dispositifs d'identification de moyens de transport et connectés par des voies de communication à une base de données de la brigade routière. Les postes stationnaires de contrôle se présentent comme des dispositifs de calcul numériques compacts munis de modules de communications cellulaires et équipés de dispositifs automatiques d'enregistrement photo, vidéo et radio et de traitement d'informations relatives aux moyens de transport et au trafic, ainsi que de moyens logiciels automatiques de détermination des paramètres des moyens de transport et de leur comparaison aux paramètres admissibles selon le code de la route dans la région de circulation concernée. On a prévu des moyens logiciels automatiques pour qualifier automatiquement les violations du code de la route et des situations d'urgence et de prendre des décisions correspondantes, des dispositifs de transmission automatique d'informations via les voies de communication mobile depuis les postes stationnaires de contrôle jusqu'à la station de base de l'opérateur des communications mobiles le plus proche et, depuis cette dernière, via l'Internet, à destination de la base de données de la brigade routière.
