A lock-out device for use on the fifth wheel of a semi- trailer hitch on a railway flat car used for transporting semi-trailers. The lock-out device comprises a fifth wheel cover formed from netting material so as not to be susceptible to being blown off or torn by the wind. The cover has a portion which covers the top of a fifth wheel and a skirt portion which encompasses the sides of the fifth wheel. The hem of the skirt has a series of eyelets through which a drawstring is threaded. One end of the drawstring is fastened to a lock while the other end remains free until the device is applied to the fifth wheel on a semi-trailer hitch. With the cover in place on the fifth wheel the free end of the drawstring is inserted in the lock and the drawstring is drawn tight so the hem of the skirt is drawn under the fifth wheel. The lock is of a known commercial type which will accept the free end of the drawstring in only one direction and after insertion can only be pulled through the lock in one direction. The drawstring is preferably in the form of a flexible woven wire cable.
