The invention relates to a process for making transdermal therapeutic systems in which the layer containing the active agent first takes the form of a laminate with a substrate and possibly other auxiliary and/or protective layers or the like in a strip web and is then transferred alone or in combination with at least one further layer in sections to the centre of a second broader web, characterized in that the strip-shaped web (1) and the second web (2) are moved forwards step by step in different movement and stationary stages and/or different step lengths and/or different speeds, and in that in the stationary stages of the webs (1,2), the layer containing the active agent and possibly one or more further layers, except for the substrate, are subdivided in the same device transversely to the direction of the web into sections (7,8) containing the active agent which are of suitable sizes for the user on the second web, with the removal of the substrate (9) at preferably equal distances by means of a transfer device reciprocating in the web direction.
