In an OFDM down-stream wireless access, a transmitting device (10) for multiplexing control channels for a plurality of receiving devices with same transmitting timing OFDM symbols is comprised of a pattern generating unit (101) for generating frequency mapping patterns inherent in a transmitting device and a frequency allocating unit (103) for allocating control channels for a plurality of the receiving devices to subcarriers in accordance with the frequency mapping patterns inherent in the transmitting device.
