A trash can and stabilizing base combination has the trash receptacle made with two protrusions on the bottom of the receptacle that allow the container to be connected to the base. The protrusions lock into two slots in the base by two latches arranged in a V-shape in plan that are connected to a. spring-loaded foot petal. The hollow base unit is designed to accept water, sand or other weighted material to provide stabilization through a bole in the top surface, which can be capped to keep the material inside. Two wheels on the base allow for movement of the structure when connected.
