An improved cutting tool comprises a circular saw blade adapted to rotate substantially horizontally, a motor adapted to rotate a motor shaft on which the blade is mounted, a vertical shaft extending upwardly from the cutting blade adapted to extend the tool and to conduct power from the surface to the motor, a support bracket mounted to the vertical shaft, and guiding means to direct the saw blade. A method of removing a service box located above a valve on an underground water distribution pipe comprises creating an opening and removing soil and debris surrounding the valve using vacuum excavation, lowering the improved cutting tool into the opening, positioning the saw blade adjacent to the service box in a vertical position at a point above the valve, urging the cutting tool towards the service box with the assistance of guiding means integral with the cutting tool, and engaging the saw blade with the service box so as to cut the upper portion of the service box loose.
