An internal combustion engine 82, such as a diesel engine for a diesel electric locomotive, is provided with a turbocharger having an aftercooler 92. A cooling apparatus for the engine is provided with a main coolant loop having a main pump 88 and a main radiator 84 and an aftercooler coolant loop having an aftercooler pump 98 and an aftercooler radiator 94. The coolant temperature in the aftercooler coolant loop is maintained lower than the coolant temperature in the main coolant loop when the coolant flows of the main and aftercooler coolant loops are maintained separate. A restricted orifice 96 is provided in the aftercooler coolant loop between the aftercooler radiator and the aftercooler pump; and a first linking conduit 97 is provided from the upstream side of the restricted orifice to the main coolant loop between the main radiator and the main pump. A valve 102 in the first linking conduit is activatable by a control 106 in response to an engine operation related parameter to permit coolant flow from the aftercooler loop to the main coolant loop. A common coolant tank 100 communicates with both coolant loops at the inlets of the pumps to provide a return coolant flow path.
