A two roll toilet tissue dispenser for holding two rolls of toilet tissue about vertically spaced horizontal axes. Each tissue roll is in full view and fully exposed and accessible to a user. The dispenser has two components, an elongated somewhat pan-shaped member having a rectangular mounting flange and two vertically spaced pairs of toilet tissue rod supports which dependently extend forwardly from upright side portions of the mounting flange. The pan-shaped member fits into a rectangular opening of a perimeter frame. The perimeter frame provides a finished appearance so that the dispenser may be mounted directly against an upright surface without the need for making any large holes therein.
